The best Arabic magazine in my opinion is a free online-published magazine called The Science Prospects Magazine.
The magazine was established in 2005. I read this scientific Arabic magazine regularly since around 2008. I like this magazine a lot. The cover photos of the facebook page of my Blog, for example, contained a famous setence from this magazine since its establishment (more details here).
There is a new issue of this magazine every two months. You can freely download every new issue of the magazine directly from the main page of the magazine’s website. In addition, you can freely download all the previous issues of the magazine from the archive section.
The magazine’s issues are not long. I finish reading each issue in less than half an hour. Nonetheless, I really enjoy these few minutes of reading very much. Moreover, I really like the opinions of the editor of the magazine: Eyad Abu Awad (إياد أبو عوض).The website of the magazine does not show much information about this mysterious editor. The problem is that Mr. Abu Awad has a blog. His blog does not even tell any information about him. His Blogger profile still does not show more than 14 words.
Concerning the Blog of Mr. Abu Awad, it is good. However, Mr. Abu Awad is not a very active blogger. The articles he writes in his Blog are good but not as great as those he writes in the magazine.
On the other hand, to be neutral, I need to mention what I think is not good about the magazine. In my opinion, there are only two disadvantages about this magazine:
1) There is bad advertisement for the magazine: For example, there is no active facebook page that helps to promote the magazine. There is this page with 2,752 likes. However, the last post in it is on 26-10-2010. Maybe there is another page that I do not know about. However, facebook search for “مجلة آفاق العلم” shows only the above page and a facebook group entitled “Prospects of Science Magazine مجلة آفاق العلم“. This group seems alive as the latest issue of the magazine is posted in it. However, this group only contains 71 members. On the other hand, the magazine has an active Twitter account at www.twitter.com/ProspectsOfSci. This account has 865 followers. Could the reason behind the small number be that not so many Arabs are fond of science? I think that facebook is a more important platform for interaction with fans. I think that the same effort of put in the twitter account of this magazine would be much better invested in a facebook page!
2) Bad citations: I think that a good percentage of the articles and news that are published in this magazine are translated. However, I have never ever seen a description showing the source of an article, a piece of news, or a photo.
Nonetheless, the science prospects magazine is the best Arabic Scientific Magazine that I know of. It is concise, precise, and most importantly, available for free. The editor is doing a great job in keeping this magazine “alive”. I respect him a lot because I have never seen an advertisement in the magazine. As a result, I do not think that this magazine is generating an income for him. I hope that this magazine will have more presence on facebook equivalent to how great I think it is is. I hope also that it starts being pubslished monthly.
The Science Prospects Magazine: I would highly recommend reading it!
